Phoebe Tang Pui-yee is General Manager in Government Relations and Public Affairs at Octopus Cards Limited, where she leads the company’s engagement with government, industry and community partners and explores how the Octopus ecosystem can unlock both economic and social value using Octopus “superpowers”. Joining Octopus in October last year, she has pioneered the use of Octopus as a trusted channel for distributing emergency funds to families affected by Tai Po fire in partnership with major NGOs and philanthropic organizations in Hong Kong, and is experimenting ideas on how the JoyYou population can power the silver economy and a more tech-enabled future of care.Before joining Octopus, Phoebe drove public affairs at Tencent (0700.HK; TCEHY.US) and Sun Hung Kai Properties (0016.HK), helping some of Hong Kong’s most influential corporates connect business strategy with community impact. She previously spent nearly a decade serving Hong Kong in the HKSAR Government, including at the Policy Innovation and Co-ordination Office – now the Chief Executive’s Policy Unit – where she led a research and data analytics team powering evidence-based policymaking, crisis communications and forward-looking policy studies.Outside of work, Phoebe is active in youth, women, and families’ initiatives, and serves on various government advisory bodies and nonprofit boards. In 2016, she was awarded the Medal of Honour (MH) by the HKSAR Government in recognition of her services to the community.
